4.2.3Develop and implement training, policy, and programs that require and support developers and home builders in complying with higher energy efficiency tiers in the National Building Code.

The National Building Code uses a four-tier rating system for energy performance. Tier 1 represents basic code compliance, while each subsequent tier requires progressively higher performance. Tier 4 is considered equivalent to a net-zero ready building.
